This urgent complaint was filed by a number of citizens before the Heilongjiang Supreme People’s Procuratorate against Sui Fengfu, Party Secretary of the General Bureau of Farm Reclamation of Heilongjiang, (黑龙江农垦总局) and others for abduction, illegal detention, and other crimes. From 9:00 a.m. to 4:30 p.m. on March 28, 2014, the complaint had already received 108 signatories.

The complaint makes the following two requests:

1. The defendant shall be prosecuted for the crimes of kidnapping, intentional assault, illegal detention, obscene and indecent insults against women, and dereliction of duty, and be held criminally responsible.  
2. Immediately close all kinds of “brainwashing centers” established by Heilongjiang Nongken Wilderness Trading Group Co., Ltd. in the area of Nongken.

The complaint lists the names of the individuals whose detention triggered the four lawyers' visit the week of March 17.
