The New York-based non-governmental organization, Human Rights in China, which provided a translation of the document on the internet, cited another government document from the software provider's website that boasted that there have already been about 2.2 million installations of the software on computers in Chinese elementary and high schools.
It also noted that the software was jointly developed by Beijing Dazheng Human Language Technology Company and the Jinhui Computer System Engineering Company.
