In this appeal (Chinese only), Cai Ying (蔡瑛) states that he is being held in a place that the Yuanjiang Municipal Commission for Discipline and Inspection of Hunan Province uses to detain and interrogate people in the name of “residential surveillance.” Cai, a lawyer with the Xiangjun Law Firm in Hunan, has been in custody since July 30, 2012. He writes in his appeal that he has suffered various types of inhumane treatment and is in a situation he describes “worse than death.”
Cai’s family—his wife Bu Lihui (卜麗輝) and son Cai Zhenyu (蔡振宇)—have also issued an appeal (Chinese only) stating that the charges against Cai Ying, including bribery, perjury, and fraud, are trumped up.
In September 2012, Cai’s law firm sent a report (Chinese only) to the Changsha Municipal Bureau of Justice and the Bar Association charging that the municipal authorities in both Yiyang and Yuanjiang failed to inform Cai’s family or his employer of Cai’s detention and refused to permit any lawyers to see Cai.
