李柱铭:让我们把最坏的时代变成最好的时代!

基于特区政府处理反送中风波失当,接连有年轻人自发进行一连串不合作行动,而且更是一呼百应,令部份政府部门的工作受影响,但特区的领导层却仍拒绝面对群众,并表现得大失方寸。

然而,这些自发行动之所以能遍地开花,反映出香港社会的民怨委实积压已久。只因自国务院在14年发表《白皮书》后,中共近年不断强调对特区拥有全面管治权,而林郑上任虽然尚未足两年,却已成功落实了不少中共下达伤害特区高度自治的硬任务──利用港独伪命题,透过释法及其追溯力,先后褫夺六位民选立法会议员的席位,和取消多名民主派人士的参选资格、取缔民族党、拒发工作签证予外国记者,变相驱逐他出境;以方便高铁通关为由,强行在港实施一地两检,引入一国一制;积极响应大湾区国策,促使特区“被融入”国家发展大局,令特区无法维持原有的另一制。

回归22年,特区的管治变得越来越困难,归根究柢,就是由于中共背离了一国两制的蓝图,拒绝落实《联合声明》及《基本法》已赋予特区的高度自治权,反而落实其全面管治权。   早在80年代,当邓小平提出一国两制时,笔者已明言一国两制能否成功取决于两个因素。首先,将来治港的港人是如何产生。假如他是由特区市民一人一票选出来的话,港人治港就可落实;若然治港的港人是北京钦点的,那么,任凭他怎样德高望重,甚至是位爵士,港人治港亦只会形同虚设。而事实确是如此,四位中央钦点的特首,无论是爱国商人、公务员爵士、地下党员,以至素来“好打得”的“公务员典范”,均无法把特区治理好。可见,唯有推行民主政制,让港人透过全面普选选出特首及全体立法会议员,才可以确保特区政府会以民为本,而非如目前般,甘愿做中共的绝对奴才,每每为执行京旨,而不惜与港人为敌。

高压手段在港行不通

另同样重要的是,必须确保特区不受内地干预,能彻底行使其高度自治权。因为在一国之下,内地的一制比香港的一制强大得多。当年我便以“摇摇板”作比喻,指一国两制就如大人(中央)跟小朋友(特区)玩摇摇板,大人一定要迁就小朋友,鼓励小朋友尽量向后移,以及要协助他抵抗所有干预,坚持寸步不移,而自己则主动向前移。在两者(两制)取得平衡后,大人与小朋友才可共享摇摇板的乐趣。其时,中央政府也认同这一点,故而订定了《基本法》第22条。可惜,时移势易,中联办近年经常凌驾于特区政府之上,并在特区政府的配合下,扼杀香港的核心价值,拖延民主进程,以体现中央的全面管治权。

民主遥遥无期,再加上中共的步步进逼,难怪港人忍无可忍,尤其是数以万计的年轻人,均主动走出来捍卫我们的核心价值、我们的家。因为我们都不愿做奴隶,不愿香港沦为一个普通的中国城市。

特区目前正处于十字路口上,领导人如今应已意识到高压手段在特区根本行不通,一味加强打压特区的力度,也不可能令港人屈服。而唯一可行的办法,就是要尽快推行民主政制,并立刻停止干预特区事务,真正落实一国两制、港人治港、高度自治。否则,强硬实行一国一制,香港肯定完蛋!
