Beijing Drives out Victims of Injustice for Stability Maintenance? This Destroys Its Image Even More!

Petitioners going to Beijing to rent houses are strictly controlled—indicating that victims are treated no better than criminals.

In the name of "stability maintenance,” Beijing police have, over the years, strictly controlled petitioners coming into the city, prohibiting hotels and residences from providing them with accommodations. During major holidays or "sensitive” time periods, the inspection is stepped up, causing petitioners great anxiety.

多年来,北京警方一直严令所有的公私旅馆、民宅等一律不得借给进京访民,否则房东轻则被罚款、吊销执照,重则被拘留,重大节点期间更是严加清查、草木皆兵。试图以此愚蠢、违法之举逼使访民离京,维护首都形象和“稳定”。

然全国各地数以千万计非但讨不到公道、还被地方当局整治打压的访民,除了进京告状,又何来其它伸冤之道?但长年的旅途往返花费和精力透支,显然令经济困顿、疲惫之极的冤民们无法承受,很多人只得借住郊区环境差、设施无的简陋低价毛坯房栖身,以暂缓身心劳累、节省开销并躲开警察盘查。需求人数的众多,无意中逐步形成数个大的上访村。但此方式在重大节点期间也多数人居所难保,如:著名的吕村,就多次被警方扫荡。

警察一次次的设岗、清查,无疑让本应光明正大的合法告状者戚惶难安、四处躲避。凡被查到者,无论是在旅馆、租借房还是马路上,一律移交各地驻京办带回。千里迢迢、满怀希望辛苦赶赴京城的冤民,等于白白付出了时间、精力和花费。上海访民就因此动辄数百人遭强制遣返。

很多临时进京者,一时借不到民宅又不敢借住需登记身份证的大小宾馆旅社,只得在马路边、医院急诊室、火车站甚至桥洞内挨过漫漫长夜;费尽心力借到民宅的,也往往都是20多人不分男女在狭小的二间房内打地铺闭目迷糊会,生活不便、艰难程度可想而知,且进出需极其谨慎小心。有时半夜突遇检查还得赶紧撤离,出租者和借住者的紧张程度都堪比听闻鬼子进村。其中:上海访民因受北京警方关注和通缉、抓捕度高,躲避难度也更大。

而长期滞京者,一旦被警方查出访民身份,即便非重大节点期,也会或通知驻京办带走、或令房东赶走、或要其识相自己搬离,总之各种手段、措施齐上。

但北京如此高强度、大规模排查、驱逐维权冤民和各部门均协同配合不理的结果,不仅未能减少进京人数,反将手无寸铁、走投无路的访民,逼上人数趋多的联合抗争和官方言称的所谓“过激”之途。比如:上海近几年涌现的千余人每月底群访大潮和正在逐步形成的全国联动集访;又比如,正在发生的被逼向公安部门口外居住的东北访民姜家文。

年近七旬、病贫交加的姜家文,如同大多数借房居住的其他冤民们,已多次因警察的施压而被借住屋的房东无奈驱赶,困苦的老人一次次艰难寻租,一次次被驱离,就在2015年9月5日,病弱的老人又一次被警察和房东将被褥等所有用具扔出借租房(众人资助的3500元因此丢失),愤怒的老人再也经不住如此恶意折腾,悲怮难耐、无处可居的他,只得日夜栖身、坐卧于公安部大门外马路边,祈望公安部给予说法、保障基本人权。

目前仍属高温天气,病弱、高龄的老人,怎能顶得住如此日夜热、凉之苦?凾望政府有良官员和社会各界人士、在京维权者关注,并施以援手、帮助和解决(姜家文手机:18801207670),我们尤其希望姜家文老人能尽快回复正常的基本生活。

而姜家文的遭遇,也正为许许多多的访民们共同经受,是他们群体在京生活状态的体现。而绝非个案。此乃当今中国人治和政府无德、无能的真实写照。

首都,何以不容冤民胜于刑事犯?!

对外卑怯、对内凶相之不可救药的当局者,一定只会抽刃刺向无辜的弱民百姓。令人唏嘘的是,我们正恰好、“有幸”处于这样的统治时代。

制造动乱的失职、渎职等腐败官员和侵犯公民权利的犯罪者未予惩处,可受侵害的无辜百姓却成为维稳对象,如此颠倒的是非,混乱的逻辑,此“景”此“色”古今难见吧!然一触即发的民怨大潮,决不会因此消匿于官方的“维稳”美意中!

驱冤民维稳?只会更毁形象、更趋动乱吧!
