In this public statement, Chinese human rights lawyers and citizens condemn the detention of four prominent human rights lawyers, Jiang Tianyong (江天勇), Tang Jitian (唐吉田), Wang Cheng (王成), and Zhang Junjie (张俊杰), as well as many citizens by authorities in the Jiansanjiang Bureau of Management at Qixing Farm, Heilongjiang. They were taken by local police on March 21, 2014, a day after the lawyers and citizens visited a black jail site in Jiansanjiang where relatives of the citizens were held. The signatories to the statement call for the lawyers’ immediate release, an investigation into their illegal detention, and accountability of the perpetrators.

Solemn Declaration by Members of the Chinese Human Rights Lawyers Group Concerning the Illegal Detention of Lawyers Tang Jitian, Jiang Tianyong, Zhang Junjie, Wang Cheng and Numerous Citizens by Local Authorities at Qixing Farm under the Jiansanjiang Bureau of Management in Heilongjiang.

We are shocked to learn that in the morning of March 21, 2014, four lawyers--Tang Jitian, Jiang Tianyong, Zhang Junjie, and Wang Cheng--and numerous citizens were detained by local authorities at Qixing Farm under the Jiansanjiang Bureau of Management in Heilongjiang province.

We understand that the four lawyers--Tang Jitian, Jiang Tianyong, Zhang Junjie, and Wang Cheng--and family members of individuals who are under illegal detention went yesterday to a "legal education base" at Qinglongshan Farm under the Jiansanjiang General Bureau of Agriculture (which is in fact a "black jail" where numerous citizens who have neither broken any laws nor committed any crimes are under illegal detention) to demand the release of law-abiding citizens who are illegally detained there. They also went to the local procuratorate to file a lawsuit in accordance with the law. Last night, they were tailed by unidentified vehicles on their way back to their hotel.

We, as lawyers who care about the advancement of rule of law and human rights protection in China, express our utmost concern over this incident. We believe that the actions on the part of the local authorities at Qixing Farm under the Jiansanjiang Bureau of Management of Heilongjiang are blatant attack and reprisal against lawyers who carry out their professional duties such as representing plaintiffs in accordance with the law. These actions are undisguised persecution, serious abuse of power and violation of the law, and rule of law disasters that severely trample upon human rights. These unlawful actions should cease or be stopped immediately.

Concerning this serious human rights incident, we make the following solemn declarations:

1. We strongly protest and sternly condemn the illegal detention of lawyers Tang Jitian, Jiang Tianyong, Zhang Junjie, Wang Cheng and numerous citizens by local authorities at Qixing Farm under the Jiansanjiang Bureau of Management in Heilongjiang.

2. We demand that local authorities at Qixing Farm under the Jiansanjiang Bureau of Management in Heilongjiang immediately release lawyers Tang Jitian, Jiang Tianyong, Zhang Junjie, Wang Cheng and the numerous citizens who are under illegal detention.

3. We demand that the Supreme People's Procuratorate, the Heilongjiang Provincial People's Procuratorate, and other national legal supervisory organs investigate this incident in accordance with the law; investigate and outlaw, in accordance with the law, "legal education bases" and any other illegal "black jails" in the area overseen by the Jiansanjiang Bureau of Management in Heilongjiang; and hold criminally accountable relevant individuals responsible for abuse of power, illegal detention and other crimes.

4. We shall closely monitor the situation as it unfolds, and are prepared to go to Qixing Farm under the Jiansanjiang Bureau of Management in Heilongjiang at any time.
