An Account of Three Lawyers Being Abused by Court and Police Authorities in Dongchangfu District, Liaocheng, Shandong Province, Including Beating and Seizure of Personal Items

On June 18, 2015, three lawyers, Wang Quanzhang, Shi Fulong, and Chen Zhiyong, were discharging their duty as defense counsel at the Dongchangfu District Court, Liaocheng, Shandong Province. They were interrupted numerous times by the court. Wang Quanzhang was even expelled from the courtroom, dragged outside, and beaten until he sustained injuries. At the same time, the other two lawyers were detained inside the courthouse by more than ten bailiffs, who searched through their possessions. Afterwards, Wang Quanzhang and Shi Fulong were brought to a police substation for questioning, and the items they had on their persons were seized illegally. It was 2:00 a.m. before they were allowed to leave the police substation.


关于三律师被山东聊城东昌府法院法警殴打又被公安非法扣押物品的情况说明

2015年6月18日,我们三位律师王全璋、石伏龙、陈智勇在山东省聊城市东昌府区法院出庭辩护,庭审中,辩护人依法提出回避、证人出庭作证、排除非法证据等申请,遭到审判长王英军、审判员许成信无数次打断,并以庭后解决予以搪塞。

晚上19点钟左右,庭审进行到法庭辩论阶段,王全璋律师发表辩护意见再遭数次打断,并被审判长宣布驱逐出庭。一时间,六七个如狼似虎的法警冲上法庭强行将王律师拖出法庭,之后王律师被殴打三次,衣服被撕烂,后法警自己买衣服强行给王律师换上。王律师头部被拳头击打多次,面部额头胸部腹部背部均伤痕累累。与此同时,石伏龙律师和陈智勇律师被十几个法警扣押在法庭内,全身物品被搜索检查。直到23时左右,陈智勇律师先被允许离开法院。王全璋律师被带回法庭清点被摆在地上的物品,之后,王全璋律师和石伏龙律师被带到聊城市东昌府区湖西派出所被调查询问,办公电脑和U盘等随身物品被非法扣押,直至今天凌晨2时许,两律师才走出派出所。

本次事件中,律师始终依法履行辩护职责,却无辜遭合议庭无数次打断发言,并因依法辩护最终触怒庭外的某些不法势力,这是辩护律师始料未及的。律师因辩护被拖出法庭殴打致伤,被非法扣押电脑等随身物品,这对所谓的依法治国简直就是莫大的讽刺,对这种滥权枉法的审判人员、法警,我们坚决要求追究法律责任。
