Personal freedom restricted by force—Li Wenzu applies for administrative reconsideration

On April 13, Li Wenzu sent an application for administrative reconsideration to the People's Government of Shijingshan District in Beijing, demanding a ruling of illegality on the Shijingshan Branch of the Beijing Public Security Bureau’s violation of law by restricting her personal freedom by force . In her application, Li Wenzu stated that on April 10, she was at the Ruihao Hotel in Dong Majuan Town, Wuqing District of Tianjin. While she was checking out in the lobby, Lu Kai and Li Gu, police officers from the Shijingshan District of Beijing, and others swarmed in and forced her into a car and sent her back to her home at Bajiao Zhong Li in Shijingshan District of Beijing. After that, more than 30 people stayed beneath her apartment to keep watch. When she tried to go out to buy some fruit after dinner, she was surrounded and pushed at the entrance of her residential community. She called for the police but they did not respond. The next morning, several friends came to visit her, and they were violently intercepted by 40 to 50 people. At the same time, four to five people, including police, blocked her apartment door and refused to let her out. In the afternoon, they also blocked the family caretaker who was trying to take the children out for a walk. The caretaker suffered verbal abuse and was threatened with these words: "We will kill you all if you dare to step outside."

Li Wenzu is the wife of Wang Quanzhang, arrested 709 lawyer. On April 4, 2018, she began a march from the Supreme People’s Court in Beijing to the Tianjin No.2 Intermediate People's Court in an epic search for her husband.

确认被申请人的“暴力限制申请人人身自由”的行为违法。

事实和理由：
2018年4月10日上午，申请人在天津武清东马圈镇瑞豪宾馆的大堂退房时，北京石景山区的警察陆凯（警号033441）、李谷带人蜂拥而入，强行把申请人拽到一辆车上，送回北京石景山区八角中里的家。此后，申请人发现大概有三十来人守在楼下。这其中除了石景山分局的警察陆凯（警号033441）、李谷之外，别的人身份不明。男女老少都有。

当晚，申请人晚饭后去买水果，在小区门口被这群不明身份的人团团围住。她们用身体冲撞、拉拽、推搡，还扶着一位年纪很大的大妈往我身上撞，一边叫嚷大妈被撞伤了。无奈之下我报了警，警察一直没有出警……

第二天上午，申请人的朋友王峭岭、樊丽丽，张善根、郭树梅、王秀珍、朱秀玲一起来看望我，约好在我家吃午饭。没想到在院子里被这不明身份的四五十人拦住，他们不但骂骂咧咧，还抢王峭岭的手机，摔到地上，还把王峭岭的眼镜打掉在地。

申请人想下楼迎接她们，结果门推不开。申请人只好用力挤出一道门缝，用脚夹在门缝里。脚被夹得生疼，申请人忍住剧痛，看到门外被四五个人死死顶住。门外的人就有石景山公安分局的警察李谷。

朋友上不来，申请人出不去，申请人只能爬到窗台上跟前来看望的朋友们说话。

又是没想到的事发生了，下午三点多阿姨想带着孩子出去遛弯儿，堵在门口的一个男人朝着我们喊：“只要你们敢出来就弄死你们，你信不信？”

申请人给警察李谷打电话，强烈抗议，后来孩子和阿姨才出了门。但是，在单元门口居委会的一群女人对着阿姨和孩子破口大骂，说阿姨是叛徒，卖国贼。让阿姨赶紧带着孩子滚回去，阿姨带着孩子哭着回来了。

这群人不仅围堵我们，还放出话来，时时刻刻弄死我们。

申请人认为被申请人的这种行为严重违法，现依法向北京石景山区人民政府申请行政复议！
